IBM Rational Application Developer (RAD) 7 introduces a new update management system which is incompatible with Eclipse and earlier versions of RAD. The Teamprise Plug-in for Eclipse is compatible with RAD 7, however a special manual installation is required as RAD 7 has changed both the Update Manager installation and manual installation methods.
Users of other IDEs, including RAD 6 and Eclipse, should follow the instructions outlined in either:

Users of RAD 7 may follow these steps to install the Teamprise Plug-in for Eclipse:

Create a permanent location to install the Teamprise Plugin for Eclipse. The last portion of the path name must be eclipse. For example:
C:\Program Files\TeamprisePlugin\eclipse
Extract the Teamprise Plugin for Eclipse into the eclipse directory you just created.
Create a blank file called .eclipseextension in the eclipse directory you just created. In the above example, the file will be called:
C:\Program Files\TeamprisePlugin\eclipse\.eclipseextension
Open RAD 7. Go to the "Help" Menu, select "Software Updates", then "Manage Configuration."
In the Product Configuration dialog, select "Add an Extension Location", then browse to the directory you created and select your .eclipseextension file.
Exit RAD and reopen it. You can confirm that the Teamprise Plugin is installed by opening the Help Menu: a "Teamprise Support" option should now exist.
